Special Agent Chelsea Malone
Federal Bureau of Investigation
Los Angeles/Lancaster Resident Agency

Chelsea Malone has been a Special Agent (SA) with the FBI since April 2022. Since graduating from Quantico, Agent Malone has been assigned to the Los Angeles Field Office, Lancaster Resident Agency, where she focuses on Violent Crimes Against Children and Human Trafficking in Santa Clarita, Palmdale, Lancaster, and everywhere in between. Prior to joining the FBI, Agent Malone worked as a Research & Patent Development scientist with a focus on biochemistry. SA Malone graduated with a bachelor’s degree in biomedical science from the University of Central Florida and a master’s degree in medical science from the University of South Florida Morsani College of Medicine. During her time in the FBI, Agent Malone has been recognized with several awards, to include being  a recipient of the United States Attorney’s Office Law Enforcement Awards in March 2025 and the FBI Medal of Excellence in June 2025.

Shantel Ortiz-Cesario Expert Survivor Consultant Rescued to Rescue

Shantel Ortiz-Cesario currently serves as an Expert Survivor Consultant, where she uses her lived experience to help guide and educate agencies, organizations and professionals working with youth who are at risk or being exploited. She also trains staff and advocates on trauma-informed and survivor-centered approaches to ensure that care is both effective and compassionate. In addition, she facilitates survivor-led groups, creating safe spaces for healing, empowerment, and connection. During the past five years, Shantel dedicated her work to mentoring justice-involved youth and supporting community efforts focused on prevention, intervention, and restorative healing.

Rikole Kelly, Ventura County
Deputy District Attorney

With a decade of experience as a prosecutor, Rikole Kelly is a passionate advocate for justice and the protection of vulnerable populations. Currently serving as the Family Justice Center prosecutor in Ventura County, she provides direct support to victims of violent crime, conducts community outreach, and oversees new initiatives for survivors. Prior to this role, Rikole honed her skills prosecuting a wide range of cases, from misdemeanors to homicides, with a specialization in human trafficking. Her work alongside the Ventura County Human Trafficking Task Force and the FBI Child Exploitation Task Force underscores her commitment to combating human trafficking and sexual exploitation.

Erik Nasarenko, District Attorney
County of Ventura, California

Erik Nasarenko was elected Ventura County District Attorney on June 7, 2022. As the County’s top prosecutor, Erik has initiated specialized efforts to prosecute fentanyl-based crimes, analyze untested rape kits, and expand support and services to crime victims. Erik has also established a Mental Health Unit within the office, a team of four prosecutors with unique training and expertise in identifying treatment-based options. 

Prior to becoming the District Attorney, Erik served and protected Ventura County as a senior prosecutor, where he secured jury trial convictions against defendants for child molestation, rape, kidnapping and murder. In 2016, he was named Prosecutor of the Year by the Ventura County District Attorney for his trial advocacy on behalf of children, women and sexual assault survivors. 

Erik previously served as Mayor of Ventura and as a city councilmember. The son of Ukrainian immigrants, Erik grew up in the San Fernando Valley and attended the University of California, Irvine, where he studied history and played intercollegiate soccer. He attended Loyola Law School at night while working during the day.

Rafael Magaña – Major Gift Officer,
California OUR Rescue

Rafael Magaña serves as the Major Gift Officer for California at OUR Rescue, where he plays a critical role in securing funding for rescue missions, survivor care, and global awareness initiatives to combat human trafficking. With a deep commitment to advocating for vulnerable populations, Rafael has been working to end human trafficking since 2007, bringing nearly two decades of experience to this vital cause.

Rafael’s expertise is backed by specialized certifications, including those from the Pan American Health Organization (PAHO), the University of Michigan’s Human Trafficking Clinic, FEMA’s Trafficking Prevention and Disaster Response, and Human Trafficking for Healthcare Frontline Staff. His knowledge and dedication make him a trusted representative for OUR Rescue, inspiring audiences to take action in the fight against human trafficking and exploitation.

Rafael’s work reflects his unwavering passion for providing hope, resources, and freedom to those affected, and he is honored to share OUR Rescue’s mission to empower individuals, organizations, and communities to make a lasting impact.
